Months after a 61-year-old woman was left dead in a D.C. crosswalk by a hit-and-run driver, police announced an arrest in the case.

Shaneia Gregnesia Lincoln, a 34-year-old woman from Upper Marlboro, Maryland, was charged with involuntary manslaughter on Monday for a crash that happened back on April 18.

That morning, police were called to the intersection of 23rd and L streets NW shortly after 11 a.m. for the report of a hit-and-run involving a vehicle and a pedestrian, D.C. police said. When officers arrived at the scene, they found a woman in the road with critical injuries.

The victim was taken to a hospital, where she later died, police said. She was identified as Dawn Ciccone, a 61-year-old Northwest D.C. resident.

Detectives believe Lincoln was driving a 2026 Jeep Wrangler south in the middle lane of 23rd Street NW on the morning of the crash. The Jeep then passed other vehicles in the left turn lane onto L street, turning left from the middle lane — which is not a turning lane.

When Lincoln made that turn from the middle lane, police said, Lincoln’s Jeep struck Ciccone as she was crossing L Street in the crosswalk.

Lincoln did not stop after the crash and left the scene, police said.

She was arrested by D.C. police and charged July 26.
